Atlas HXM Appoints John Fennelly as CEO to Lead Global Workforce Innovation

Atlas HXM, the global workforce platform built on compliance, has appointed John Fennelly as Chief Executive Officer. Fennelly, who has been on the Atlas HXM board since September 2025, brings over 30 years of experience leading global technology, information services, and human capital businesses. He previously served as President and CEO of Lionbridge, a leader in localization, games, and AI services, where he managed more than 7,000 employees and drove consistent growth. Before that, as CEO of HireRight, a global HR technology leader with over 40,000 customers, he led a major transformation that delivered record revenue and earnings growth.

In his new role, Fennelly will steer Atlas HXM's vision for next-generation global workforce management, helping customers scale operations with agility. Atlas HXM, a tech-enabled services company, assists businesses in deciding how to engage each worker—as an employee through Employer of Record (EOR) or as a contractor through Agent of Record (AOR)—and then manage the entire lifecycle in one platform. Its EOR service operates entities in 160+ countries, backed by over a decade of practitioner-led compliance expertise.
