Choosing a contractor for a commercial renovation involves more than reviewing a portfolio or comparing final prices. Business owners also need to know who will sign the contract, who will manage the site, what work is included, and how changes and handover will be documented.

1. Verify the Contracting Company and Core Documents

Owners should confirm the legal company name that will appear on the contract, invoices, insurance certificate, and WorkSafeBC documents. Business-licence requirements may vary by municipality and project, so general statements such as "fully licensed" should be supported by documents that apply to the proposed work and location.

2. Match Experience to the Business Type

A restaurant may involve kitchen equipment, ventilation, plumbing, grease management, fire protection, and health requirements. Offices may place more weight on data, acoustics, phased construction, and the effect on normal operations. Retail and service spaces may involve storefront rules, custom displays, security, accessibility, privacy, and after-hours construction.

Owners should ask not only what the company has built, but also what its scope included on comparable projects and who will work on the proposed project.

3. Clarify Responsibility for Design, Permits, and Construction

A full-service proposal should identify who coordinates site verification, drawings, consultants, landlord or strata review, municipal permits, trade permits, inspections, and construction. Landlord acceptance, permit issuance, and authorization to begin construction are separate milestones and should not be grouped under a single "approved" status.

4. Compare the Same Project Scope

Every bidder should receive the same project brief, current drawings, equipment information, landlord requirements, finish expectations, access restrictions, and target opening date. Proposals should clearly identify inclusions, exclusions, allowances, owner-supplied items, and work assigned to landlord or base-building vendors.

On a typical small commercial project, full tender documents may not be available. The owner may instead prepare a detailed list of the required construction work and materials, ask each contractor to enter unit prices, and calculate a total based on quantities. When every bidder prices substantially the same scope, direct price comparisons become more meaningful.

When owners request bids based only on design drawings, the information available to contractors may be incomplete. Drawings may not capture every construction detail or existing site condition. An experienced contractor will usually use project management and construction experience to anticipate likely issues and include the related labour, material, and other costs in the estimate.

As a result, contractors working from the same drawings can still submit proposals with significant differences in content and price. Owners should not select a contractor by total price alone. They should discuss each proposal with the bidder, confirm the scope and included work item by item, and bring the proposals onto a reasonably consistent basis before making an overall comparison. The lowest total can still be the right choice, but only when the quoted scope, construction work, and pricing assumptions are substantially aligned. Price becomes meaningful only after the bids are genuinely comparable.

5. Examine the Logic Behind the Estimate and Schedule

Owners should ask which site conditions have been verified, which information remains unknown, and which decisions or long-lead items will control the project schedule. A credible timeline should include design decisions, approvals, procurement, construction, inspections, deficiencies, and handover rather than counting site work alone.

6. Review Project Management and Change Control

Before signing, owners can ask to see the formats the contractor actually uses for schedules, site reports, requests for information, submittals, change orders, and deficiency lists. The proposal should also identify the project manager, site contact, update frequency, and change-approval authority. Except under an agreed emergency process, the scope, cost, and schedule impact should be recorded before additional work begins.

7. Confirm Inspection, Handover, and Warranty Responsibilities

The contract should identify required inspection records, testing information, warranties, operating manuals, keys, access credentials, training, as-built information where required, and the deficiency process. A space that looks complete may still have outstanding approval or operating requirements.
