Senate Bill 16 Sets New Standards For Ohio Driver Safety Protocols
DAYTON, OH, November 26, 2025 /24-7PressRelease/ -- On October 29, 2025, the Ohio Senate passed Senate Bill 16, outlining new rules for how drivers should react to a vehicle on the roadside in distress. If a car or truck is parked on the shoulder with its hazards on, or the driver has communicated an emergency in some way, such as by using flares or cones, it is considered a distressed vehicle under SB 16. Ohioan motorists are instructed to make their best effort to slow down or move over when passing.
The bill was sponsored by State Senator Steve Wilson, who advocates strongly for driver safety, stating, "Not only will this bill prevent accidents from occurring and save lives in the process, but it will also eliminate any confusion for Ohioans who find themselves approaching a vehicle in distress.
While SB 16 does not include penalties or make failing to slow down or move over a traffic violation, it does set a standard for expected driving behaviors. It remains to be seen how the new bill will impact insurance claims and whether car accident lawyers will be able to leverage the slowdown and move-over rules when arguing for compensation on behalf of victims of motor vehicle collisions. For now, it serves as an essential step forward in traffic accident prevention, with lawmakers optimistically hoping for reductions in roadside injuries and fatalities in Ohio.
