Rights Groups Urge Release of Vietnamese Author Arrested for Book on Ho Chi Minh

The Vietnam Human Rights Network (VNHRN) and Defend the Defenders (DtD) have jointly called for the immediate release of author Nguyễn Thành Nam and others arrested in connection with his book 'Chuyện với Thanh – Lời kể mới về ánh sáng' (Conversations with Thanh – A New Perspective on Light). The arrest, which took place in late June, stems from charges under Article 117 of Vietnam's Penal Code, which criminalizes propaganda against the state. The authorities allege that the book, which examines the life of President Ho Chi Minh, distorts history and insults revolutionary leaders. The organizations argue that the prosecution is part of a broader crackdown on freedom of expression and literary freedom, drawing parallels to the Nhan Van–Giai Pham affair of the 1950s, when intellectuals were persecuted for independent views.

The two organizations highlight that the crackdown extends beyond the author, with editors, publishers, and distributors of the book also facing investigation or detention. Additionally, members of the Vietnam Writers' Association have reportedly faced disciplinary measures. VNHRN and DtD emphasize that Nam's peaceful expression is protected under Vietnam's Constitution and international human rights treaties, including the International Covenant on Civil and Political Rights (ICCPR). They have urged the Vietnamese government to drop all charges, release all detainees, and end intimidation campaigns, noting that Article 117 is routinely used to silence critics.

The case has drawn international attention, with human rights organizations criticizing Vietnam's use of Article 117. The joint statement from VNHRN and DtD calls for compliance with international human rights standards and highlights the importance of protecting freedom of expression in Vietnam.
